Owner
Crystal Armstead is the proud owner of Rainbow Restoration, bringing a combined nine years of experience in both restoration and home improvement. With certifications in water (WRT), fire (FSRT), mold (AMRT), odor control (OCT), health and safety (HST), applied structural drying (ASD), and trauma cleanup (TCST), Crystal has developed a deep knowledge across multiple facets of the industry. She has completed some college education and has built her expertise through hands-on experience and specialized certifications. Crystal’s motivation comes from her strong belief in “success for all,” and her career vision is to grow Rainbow Restoration into the leading provider of restoration services in Hampton Roads. Outside of work, Crystal enjoys karaoke and spending time with her dogs. A fun fact: she’s a huge Baltimore Ravens fan and never misses the chance to cheer on her team. -
Lateasha Armstead
General Manager
Lateasha Armstead serves as the General Manager at Rainbow Restoration, bringing over four years of experience in the restoration industry. With a Master’s degree and certifications in WRT (Water), ASD (Applied Structural Drying), FSRT (Fire), OCT (Odor), Trauma, and leadership-focused training such as Strategic Training, Lateasha combines technical expertise with strong leadership skills. She is motivated by a passion for teaching, mentoring, and helping people excel in their roles. Known for her ability to “get stuff done,” Lateasha thrives on guiding her team and ensuring success across every project. Her long-term goal is to retire comfortably at age 50. Outside of work, Lateasha enjoys working out, hiking, and watching good movies. A fun fact: she once played college basketball, showcasing her drive and teamwork both on and off the field. -
Samuel “Sam” Moore
Project Manager
With over 8 years of experience in the restoration industry, Sam Moore brings strong leadership and proven expertise in water, fire, and mold projects. As a WRT-certified Project Manager, he excels in teamwork, coordination, and ensures that every job is completed to the highest standards. Sam is motivated by a simple but powerful mission: helping both customers and coworkers succeed. Known for his reliability and dedication, he makes sure every project runs smoothly from start to finish, while keeping client needs front and center. Outside of work, Sam enjoys grilling and spending time with family. He proudly shares that his daughter is his best friend, a reflection of his commitment to both family and community. Sam’s career vision is to see the entire team “at the top,” driving success for the organization while mentoring those around him to grow as leaders. -
Mark Carlson
Division Manager, Fire/Contents/Specialty Cleaning
With over 30 years of restoration industry experience, Mark Carlson brings vast knowledge of mitigation, estimating, and business development to the Rainbow Restoration team. He has completed WRT training, extensive field experience, and estimating classes, allowing him to provide accurate assessments and clear communication with both clients and insurance partners. Mark is passionate about being of service to others, mentoring teammates, and finding ways to make people laugh while getting the job done. Outside of work, he enjoys sports, theatrical arts, and voice acting. A proud supporter of his Philadelphia sports teams, Mark combines professionalism with personality, making him a valued leader within the organization. His career goal is to continue progressing as an estimator and leader, using his expertise to support both customers and colleagues at Rainbow Restoration. -
Shaye Moehlman
Compliance Manager, Mitigation
Shaye Moehlman serves as Compliance Manager for the Mitigation division at Rainbow Restoration of Chesapeake. With two years of industry experience, Shaye holds certifications in WRT and CPT and specializes in customer service, data entry, and problem solving. She has also completed Cotalsity Greenbelt training and 106 modules in Property & Casualty, building a strong foundation for compliance and operational excellence. Shaye earned her Associate of Applied Science (AAS) degree and is motivated daily by her child, striving to be a role model and driving force for growth. Her long-term goal is to continue being an asset to the company while advancing her career through hard work, support, and recognition—with the ambition of earning future promotions. Outside of work, Shaye enjoys selling and collecting crystals. A fun fact: she’s a proud pet parent to a dog, a bunny, a gecko, and four hermit crabs. -
Malcolm Williams
Mitigation Manager
Malcolm Williams brings over 16 years of experience in the restoration industry to his role as Mitigation Manager at Rainbow Restoration of Chesapeake. With certifications from IICRC, OSHA, and the EPA, and advanced training as an Asbestos Supervisor, Malcolm provides expert oversight on complex water, fire, mold, and environmental projects. Known for his strong leadership and technical expertise, Malcolm is passionate about advancing the company for the future and ensuring that every project meets the highest standards of safety and quality. His dedication extends beyond daily operations—his long-term goal is to become a certified IICRC Trainer, helping shape the next generation of restoration professionals. Outside of work, Malcolm enjoys BBQing, sports, and traveling, and he has a talent for music trivia that always sparks fun conversations with the team. -
Madison Durham
Marketing Administrator
Madison Durham serves as an Marketing Administrator at Rainbow Restoration of Chesapeake. With a background in sales, marketing, and problem solving, she has strong communication skills and a customer-first approach to every interaction. Madison holds a bachelor’s degree in business management and marketing and is currently working on her master’s in business administration with an expected completion in December 2026, which supports her ability to streamline processes and deliver exceptional service. Motivated by her future goals and lifestyle aspirations, Madison is passionate about growth and leadership. Her long-term career vision is to advance into operations or project management, continuing to develop as a leader within the organization. Outside of work, Madison enjoys exploring her creativity as a makeup artist. A fun fact about her: she’s an only child. -
Monique “Moe” Smith-Gilbert
Lead Technician
Monique Smith-Gilbert, known by her team as Moe, serves as a Lead Technician at Rainbow Restoration of Chesapeake. With 7–8 months of industry experience, she brings skills in carpentry and hands-on restoration work, quickly establishing herself as a reliable and motivated team member. Currently pursuing her college education with an expected completion in 2026, Moe is dedicated to both personal and professional growth. She is motivated by progression in her role and has long-term aspirations of becoming a robotics engineer. Outside of work, Moe enjoys skateboarding and is known for her great sense of humor, which brings energy and positivity to the team. -
Dontel Williams
Lead Technician
Dontel Williams serves as a Lead Technician in the Mitigation Division at Rainbow Restoration of Chesapeake. With nearly a year of experience in the restoration industry and certification from the IICRC, Dontel is building a strong foundation of technical skills while actively pursuing further credentials, including his fire certification. A high school graduate, Dontel is motivated by the joy of helping restore people’s lives and homes after unexpected losses. His long-term career goal is to grow into a Project Manager role, where he can expand his leadership and industry impact. Outside of work, Dontel enjoys gaming (PC Master Race) and has a background in music, having played the clarinet for four years. His dedication to learning, growth, and customer care makes him a valuable member of the Rainbow Restoration team. -
Rude "Rue" Williams
Restoration Technician
Rude “Rue” Williams is a Restoration Technician with Rainbow Restoration, working on the Mitigation team. With two years of hands-on experience in the restoration industry, Rue plays a key role in responding to water damage and emergency mitigation needs. He is OSHA certified and brings strong skills in masonry, allowing him to approach restoration work with attention to detail and structural integrity. A high school and trade school graduate, Rue is committed to doing the job right the first time. What motivates him most in his role is his daughter, and he takes pride in providing reliable, quality service to help customers recover from unexpected damage. Outside of work, Rue enjoys staying active and was a lineman in high school football, reflecting his strong work ethic and team-first mindset. -
Kenneth “Kenny” Austin
Contents Technician
Kenneth “Kenny” Austin serves as a Contents Technician in the Contents Division at Rainbow Restoration. Although new to the restoration industry, Kenny brings strong work ethic and integrity to every job. He takes pride in cleaning and handling contents with care, always focused on doing the job right and seeing each project through to completion. Kenny holds an Associate of Science degree in Social Science and is currently pursuing his BBA. He has completed training through Encircle, Sophia, and university coursework, and is actively working toward earning industry certifications. Outside of work, Kenny enjoys playing basketball and values continuous growth both personally and professionally. His motivation comes from seeing progress and finishing what he starts, and his long-term goal is to continue doing work he truly enjoys and takes pride in. -
Anthony Carell III
Auditor / Jr. Estimator
Anthony Carell III serves as an Auditor / Jr. Estimator within the Shared Services Division at Rainbow Restoration. With a growing background in the restoration industry, Anthony supports estimating and auditing processes that help ensure accuracy, efficiency, and strong project execution. His attention to detail and commitment to learning allow him to contribute meaningfully to both field and office operations. Anthony has completed college-level education and continues developing his skills within the restoration field. Outside of work, he enjoys gaming, D&D, and anime. As he continues to grow in his role, Anthony is focused on building experience and expanding his knowledge to support the team and deliver quality service to clients. -
Shawn Wheeler
Lead Technician
Shawn Wheeler serves as a Lead Technician in the Mitigation Division at Rainbow Restoration. With 10 years of experience in the restoration industry, Shawn brings strong hands-on expertise and leadership to every project. He specializes in water mitigation and mold remediation and holds water-related certifications that support his technical skillset in the field. Shawn is known for his strong work ethic and commitment to getting the job done right. Outside of work, he enjoys working out and spending time with his family, especially in his role as a proud father. His long-term career goal is to grow into a Project Manager position, continuing to expand his knowledge and leadership within the restoration industry. -
Ethan Andrew Marshall
Mitigation Technician
Ethan Andrew Marshall is a Technician in the Mitigation Division at Rainbow Restoration. As a member of the mitigation team, Ethan supports water restoration efforts and brings installation experience to the field. He has completed his GED and has training in water-related restoration services, continuing to grow his skills within the industry. Ethan is motivated by learning new skills and building his career while providing quality service to customers. Outside of work, he enjoys fishing, surfing, traveling, and other outdoor activities. A fun fact about Ethan is that he is also a music producer. His long-term goal is to continue advancing within Rainbow Restoration, with aspirations of becoming an Installer as opportunities become available. -
Wallace Haggins
Project Coordinator
Wallace Haggins serves as a Project Coordinator in the Mitigation Division at Rainbow Restoration of Chesapeake. With six years of industry experience, Wallace brings strong leadership and organizational skills to every project. His background in HR, recruiting, and sales allows him to effectively support both field teams and clients throughout the restoration process. Wallace holds an MBA and is passionate about helping others, which is what motivates him daily in his role. He takes pride in guiding projects from start to finish while ensuring clear communication and quality service. Outside of work, Wallace enjoys cooking and continues working toward mastering sales skills as part of his long-term professional growth. -
Regina “Gina” Culpepper
Estimator
Regina “Gina” Culpepper is an Estimator at Rainbow Restoration with 8 years of experience in the restoration industry. She is passionate about helping homeowners and businesses recover after property damage and takes pride in playing a role in restoring not just buildings, but people’s lives as well. Gina is dedicated to continually expanding her knowledge of the restoration field and strives to grow her expertise every day. Her long-term goal is to learn as much as possible about the industry and eventually mentor others entering the restoration profession. Outside of work, Gina enjoys crafts, painting, and wood crafts with her fiancé. She also loves spending time at the beach and has a special appreciation for sea turtles. Her commitment to helping others and her drive to grow professionally make her a valued member of the Rainbow Restoration team. -
Torie Wood
Lead Mitigation Technician
Torie Wood serves as a Lead Mitigation Technician at Rainbow Restoration, bringing four years of restoration industry experience to the team. Torie holds IICRC certifications including WRT and CCT and has completed Xactimate Level 2 training, providing strong technical knowledge in water damage mitigation and restoration processes. Known for excellent customer service and a strong eagerness to learn, Torie is passionate about helping people during stressful situations and guiding them through the restoration process with professionalism and care. Outside of work, Torie enjoys traveling, gaming, reading, and studying herbology, and has a unique interest in collecting rocks. Torie’s long-term goal is to continue advancing in the restoration industry through education and experience, with aspirations of eventually running their own franchise and becoming an IICRC instructor.
